This amounted to more than the previous four decades combined. The causes of this increase in disaster consequences are myriad. Climatalogical changes such as El Nino, global warming and sea level rise have all been identified as contributors. Add to this the many societal impacts such as increased development in and migration to identified risk zones, deforestation and clear cutting, and filling in of floodplains, among many other factors, and the picture becomes more clear. The discipline of mitigation provides the means for reducing these impacts. Implementing mitigation programs and activities requires the participation and support of a broad spectrum of players outside of the traditional emergency management circle. The skills and tools for accomplishing mitigation (planning expertise, political acumen, marketing and public relations and consensus building, among others) are different than the operational, first responder skills which more traditionally characterize emergency management professionals. In fact, historically, the emergency management professional has been reluctant in taking a lead role in promoting mitigation because of its appearing to fall outside of this scope of activities. A State Director of emergency management once said words to the effect†¦ ‘I will never lose my job for failing to do mitigation, but I could lose my job if I mess up a response. ’ With the exception of the fire community, who lead early on in the effort to mitigate fire risks through their support for building codes, code enforcement and public education, the emergency management community has remained focused on response and recovery obligations. However, these trends are changing for several key reasons. Leadership at the Federal level, larger disasters, substantial increases in funding, and more value and professionalism in emergency management, have all resulted in greater acknowledgement of the importance of mitigation. Preparedness Preparedness within the field of emergency management can best be defined as a state of readiness to respond to a disaster, crisis or any other type of emergency situation. Preparedness is not, however, only a state of readiness, but also a constant theme throughout most aspects of emergency management. If one looks back into the history of the Nation, they will see the predecessors of today’s emergency managers focusing most heavily upon preparedness activities. For example, the fall-out shelters of the 1950’s and the air raid wardens were promoted as preparedness for a potential nuclear attack from the Soviet Union. Again, in the 1970’s, an acclaimed study prepared by the National Governor’s Association proclaimed emergency preparedness as the first step in emergency management. After the Three Mile Island Nuclear Power Plant incident occurred in 1979, preparedness around commercial nuclear power plants became a major issue for continued licensing of these plants. The increased emphasis on preparing the public for a potential event through planning and education, and preparing local responders through required exercises caused a likewise increased focus on overall preparedness for disasters. Also because of the recognized potential for subsequent nuclear disasters, the Nuclear Regulatory Commission’s licensing requirements required local emergency plans, exercise of those plans and evaluation of the exercises. This process had a profound impact on the discipline of emergency management. The off-site preparedness planning process became the model for future emergency response plans. The required exercises are seen as being the first such activities taken on a widespread scale. They also brought a legitimacy and level of public and political exposure to the emergency management profession. Most people agree that the radiological emergency preparedness program, initiated in the aftermath of Three Mile Island and which became part of the newly created FEMA, was the start of the modern emergency management discipline. Since that era, preparedness has advanced significantly and its role as a building block of emergency management continues. No emergency management organization can function without a strong preparedness capacity. This capability is built through planning, training and exercising, and has led to an increased professionalism within the discipline of emergency management. Throughout the 1990’s FEMA was focused on supporting and enhancing these efforts, not just at the Federal level but throughout government and into the private sector. All organizations in private, public and government sectors are susceptible to the consequences of a disaster and must consider preparedness. Preparedness not only focuses on getting essential government services, such as utilities and emergency services functioning at pre-disaster levels, but assisting businesses in quickly reopening to the public. Both of these key functions of preparedness help to minimize the required time for the effected population to return to pre-disaster life. Business contingency planning, the effort of private businesses to ensure that business activities continue in the aftermath of disaster, has emerged as a profitable off shoot of government preparedness efforts. Response When a disaster event such as a flood, earthquake or hurricane occurs, the first responders to this event are always local police, fire and emergency medical personnel. Their job is to rescue and attend to those injured, suppress fires, secure and police the disaster area and to begin the process of restoring order. They are supported in this effort by local emergency management personnel and community government officials. If the size of the disaster event is so large that the capabilities of local responders are overwhelmed and the costs of the damage inflicted exceeds the capacity of the local government, the Mayor or County Executive will turn to the Governor and State Government for assistance in responding to the event and in helping the community to recover. The Governor will turn to the State’s emergency management agency and possibly the State National Guard and other State resources to provide this assistance to the stricken community. Should the Governor decide, based on information generated by community and State officials, that the size of the disaster event exceeds the State’s capacity to respond , the Governor will make a formal request to the President for a Presidential major disaster declaration. This request is prepared by State officials in cooperation with regional staff from FEMA (with DHS). The Governor’s request is analyzed first by the FEMA Regional Office and then forwarded to FEMA headquarters in Washington, DC. FEMA headquarters staff review and evaluate the Governor’s request and forward their analysis and recommendation to the President. The President considers FEMA’s recommendation and then makes a decision to grant the declaration or to turn it down. If the President grants a major disaster declaration, FEMA activates the National Response Plan (NRP) and proceeds to direct several Federal Departments and Agencies, including the American Red Cross, in support of State and local efforts to respond to and recover from the disaster event. The Presidential declaration also makes available several disaster assistance programs in FEMA and other Federal agencies designed to assist individuals and communities to begin the process of rebuilding their homes, their community infrastructure and their lives. When a major disaster strikes in the Untied States, the above chronology describes how the most sophisticated and advanced emergency management system in the world responds and begins the recovery process. This system is built on coordination and cooperation among a significant number of Federal, State and local government agencies, volunteer organizations and, more recently, the business community. In the 1990’s the emergency management system in the United States was tested repeatedly by major disaster events such as the 1993 Midwest floods, the 1994 Northridge earthquake and a series of devastating hurricanes and tornadoes. In each instance, the system worked to bring the full resources of the Federal, State and local governments to produce the most comprehensive and effective response possible. The system also leveraged the capabilities and resources of our nation’s cadre of volunteer organizations to provide immediate food and shelter. In recent years, government officials and agencies at all levels have begun to reach out to the business community to both leverage their response capabilities and to work closer with them in the recovery effort. The September 11 terrorist attacks have caused all levels of government to reevaluate response procedures and protocols. The unusual loss of so many first responders to this disaster event has resulted in numerous after action evaluations that will likely lead to changes in the procedures and protocols for first responders in the future. Additionally, the possibility of future terrorism attacks has focused attention to how best to protect first responders from harm in future attacks. Recovery There is often a theoretical debate over when the response function ends and the recovery function begins. For our purposes we will classify the response function as the immediate actions to save lives, protect property, and meet basic human needs. The recovery function is not so easily classified. This function often begins in the initial hours and days following a disaster event and can continue for months and in some cases years, depending on the severity of the event. Unlike the response function, where all efforts have a singular focus, the recovery function or process is characterized by a complex set of issues and decisions that must be made by individuals and communities. Recovery involves decisions and actions relative to rebuilding homes, replacing property, resuming employment, restoring businesses, and permanently repairing and rebuilding infrastructure. The recovery process requires balancing the more immediate need to return the community to normalcy with the longer term goal of reducing future vulnerability. The recovery process can provide individuals and communities with opportunities to become more economically secure and improve the overall safety and quality of life. Because the recovery function has such long lasting impacts and (generally) high costs, the participants in the process are numerous. They include all levels of government, the business community, political leadership, community activists, and individuals. Each of these groups plays a role in determining how the recovery will progress. Some of these roles are regulatory, such as application of State or local building ordinances, and some, such as the insurance industry, provide financial support. The goal of an effective recovery is to bring all of the players together to plan, finance and implement a recovery strategy that will rebuild the disaster impacted area safer and more secure as quickly as possible. Service Concept Profiling And The Servqual Model In this assignment I am going to conduct a critique of the following service management ideas, theories, concepts and techniques; specifically with reference to their purpose, application and limitations and with regard to how these service management ideas, theories and techniques may contribute to the development of a successful business: Service concept, Service concept profiling and The SERVQUAL model. Service concept purpose, The service concept has been defined variously throughout the years, Haskett (1986), defines it as the way in which the organisation would like to have its service perceived by its customers, employees, shareholders and lenders, i.e. the organisations business proposition. It has also been defined as the elements of the service care package, this is related to what Collier (1994) named it as customers benefit package, i.e. the things that provide benefit and value to the customer. Another definition of a service concept states that a service concept identifies the proposed nature of the business; it is the service in mind that the organisation wishes to create. The service concept helps the organisation focus on the value that it can provide to customers.(Robert Johnston Graham Clark, 2008, p 461). Application A service concept can be broken down in to three stages, firstly the organising idea, this is the essence of the service bought, or used, by the customer. Secondly, the service experience, this is the customers direct experience of the service process which concerns the way the service provider deals with the customer and finally the service outcome, this is the result for the customer of the service (in particular, the benefits provided, the resulting emotions and assessment of value for money). It is merely a tool that can give an organisation a visual representation of their service concept, by doing this, a service organisation can decide whether they need to change their service concept in view of what the competitors are doing/achieving, so as a tool it can provide a basis for a new service concept. The service concept can be used to create organisational alignment by developing a shared understanding and making it explicit (Robert Johnston Graham Clark, 2008, p 65). Managers can also assess the implications of design changes using capability mapping. Furthermore developing a service concept can create differentiated services and drive strategic advantage. An example of a business using a service concept profiling is 4sl consulting, their profiling method identifies an organisations maturity and effectiveness through; effective management and governance for delivering IT change; service life cycle management from strategy through operations and continuous service improvements; cost transparency for service pricing and charge back. The company finds these results through one-to-one meetings or via workshops, each with a robust and comprehensive assessment method. Service profiling results in an initial set of gaps, issues and constraints prepared alongside an action plan to bring immediate benefits. (4sl consulting, 2012) Application Contribute to the development of a business (benefit) Limitation With regard to limitations with regard to the service concept profiling tool, it is only a tool and as such it is a good starting place and may indicate to an organisation what element of the service concept may need to change, but does not take into consideration external factors such as what is happening in the macroeconomic environment. It also does not take into consideration the change management activities that follow on from changing the service concept. Suggestions Further, I would suggest that it might be critical to get the customer involved in profiling and i am not sure that organisations actually do this. The SERVQUAL model Various service quality models have been developed to measure service quality through firms in many businesses. Due to its relation with customer satisfaction it is very important to review service quality models. Moreover service quality has had a major impact on practitioners, managers and researchers because of its results in customer satisfaction, customer loyalty and company profitability. The most commonly known measuring tool in terms of service quality in the development of a successful business to reach success is an instrument called SERVQUAL. This model was developed by Parasuraman et al (1985; 1988). The research based on this instrument has been used in marketing literature and also used in various industries in terms of the variety of factors which influence and contribute towards the development of a successful business. Along with Parasuraman, Zeithmal and Berry, these three authors made substantial contribution to the understanding the concept of service quality and the factors that influence it. The SERVQUAL model has been productively used for measuring service quality in many service businesses. It has been used inmany contexts for example, service quality in hospitals, telecommunications, insurance companies etc. They originally identified four gaps in the organisation that can cause quality problems. These quality problems cause a fifth gap, which is difference between customer expectations of service and perceptions of the service actually received. (Jusuf Zekiri, 2011) The SERVQUAL Model has five dimensions which are tangibles, reliability, responsiveness, assurance and empathy. If these dimensions remain constant this will unlock the door to consumer loyalty and provide outstanding levels of quality consumer care service within the service organization. However, not all dimensions are equal due to the fact that some dimensions are more towards the high levels of importance within the service organization as oppose to the other dimensions All dimensions are important to customers, but some more than others. Service providers need to know which are which to avoid majoring in minors. At the same time they cant focus on only one dimension and let the others suffer (Chris Arlen, 2008). Although this is important to me, I also know that by participating in clubs, sports, and after school activities, I will become a well-rounded student. During the past years of my high school career I have participated and received awards in the following: Cheerleading (eight years), twice as captain, '97 -'98 Varsity Letter in Cheerleading, '98 AIM scholar, Who's Who Among American Cheerleaders, and '98 Academic Excellence Award while participating in Virginia High School League Interscholastic Activities. I also belonged to the following clubs: S.A.D.D. club (two years), second year as secretary, Pep Club, Varsity Club, Choir Club, and Computer Club. In the year '99 -'00 I received awards in the following classes: Computer Applications, Spanish I, World Geography, and Advanced Algebra/Trigonometry. Good leaders are those who have skills and also the qualities and that are what help the workers that are there in the company. These skills make leaders to help the others get comfortable since they have to work daily in the same scenario and it also makes them sustained in the global world that is there today (Mumford , M. D. , Zaccaro , S. J ., Harding , F. D. , Jacobs , T. O ., Fleishman, E.A (2000) .,pp 11 35). It helps others as well as the leaders by moving them forward in the career that is there globally. With productive strategies leaders are able to balance various backgrounds and they also acquire i deas by which they can influence others and also get the work done on time (Mumford , M. Even when there is urgency at the work it can be looked into by leaders and he also has to manage the negotiations well so that the main purpose is solved and also the challenges and the responsibilities are set. Companies should understand why they are important for them since they are the ones which help the organization to get successful. Research methodology: In this section the various techniques will be explained and also undertaken that will help to meet the objectives that companies have and will also see to it that their goals are met. Out of these, the two types used in this research work are given below: Case Study: it is seen that in order to study the leadership skills in global leaders in multinational organization, this method will prove to be very useful (Zaccaro , S. J ., Gulick , L.M.V . Khare , V.P.(2008) pp . 13-29). This is because using this method, a few multinational organizations or geographical location can be selected on which the research can be carried out). As the research topic is a vast one, it will be seen that the th rough the case study method the area of research can be limited and also can be ensured that the data collected is authentic(Smith, J.A., Foti, R.J. (1998) pp 147-160. Qualitative research: This approach encourages the research to get in to the why and how of the research aims and objectives. This research is based more on academic lines and tries to question and understand the human behavior. Through various case studied and study of the various situations, this method of research is fruitful(Lord , R.G ., De Vader , C.L ., Alliger , G.M . (1996 . pp . 402-410). Various theories of leadership will be taken into account in order to collect data using the qualitative research method. Quantitative research methods: This research method uses the various first hand or primary sources of data collections. Using these methods, the research needs to visit the places and get in touch with eh respondents and then collect information. Collection of Data: Primary collection of data Usually primary data gives the first idea of the study and also gives a background that is needed which is confirmed with relevant sources so that study gets even easier (Zaccaro , S. J ., Gulick , L.M.V . Khare , V.P.(2008) pp . 13-29). The data is said to be easy but is not used for this research because there is a need for only the secondary data with which the study will be concluded. Secondary collection of data Secondary research cannot be said as first hand review but is the one that gathers secondary data and background information that is needed. (Mumford, M. D., Zaccaro, S. J., Harding, et al(2000) pp11-35). It will give different outlook to whole study so that it gets more interesting and will be understood also in depth. It will also consider the present scenario by accessing different books and even blogs where the information tends to be loaded (Lord , R.G ., De Vader , C.L ., Alliger , G.M . (1996 . pp . 402-410). Focus also will be there on subject so that its background can be provided. Role of Ethics This research topic is such that ethics plays an important role in that. While interviewing respondents and managers of multinational organization in order to find out about the leadership skills and techniques used by them, the research may get hold of information that is important for the organization and confidential too (Zaccaro , S. J ., Gulick , L.M.V . Khare , V.P.(2008) pp . 13-29). In such cases, the research has to abide by the standards of ethics. The research needs to ensure that this confidential information is not leaked out. In addition to that, while questioning the leaders about their leadership skills, the researcher needs to ensure that he ors he does not need up asking questions that are too personal or confidential. In addition to that, rules of ethics also need to be kept in mind while collection and analysis of data (Gershenoff , A. G ., Foti , R. J . (2003) . pp170 196). The researcher should not be caused towards the multinational organizations and th e skills that leaders require. This is important to ensure that the data collected and the research done is authentic and bias free. The research needs to remain important and abide by the rules of ethics while conducting the research, colleting data, analyzing and interpreting it as well as while presenting it and putting forth the conclusion (Lord , R.G ., De Vader , C.L ., Alliger , G.M . (1996 . pp . 402-410). Limitations faced while doing study for the topic: There will tend to be limitations which will have to be faced when the secondary data will be used to collect information since there is hardly any information that tends to be accessible easily. Even sites on the internet are very cautious today and do not let everyone scan the data. Secondary data should be collected soon as there can be some drawbacks such as the matter is irrelevant or accuracy is a problem. (Gershenoff , A. G ., Foti , R. J . (2003) . pp170 196). It always cant meet the requirements that is the aim and also the objective for which the study is undertaken. Due to the topic being a study on global scenario the information will not be accessed easily. Conclusion This research work deals with the study the global skills that are required by multinational organizations to manage the employees. In addition to that, through this research work it is intended that a study of the strategies and techniques that leaders follow to manage teams effectively in multinational organizations will be conducted. This will also lead to the study of the competition that exists at global level and also highlight the various training that are conducted by multination organizations in order to aid the managers of a multinational organization to manage the team. Through this research work, it is also intended to be studied about the aspects in multinational organizations that demand improvement and innovation. This also leads to the identification of the advantages of having an effective leader in multinational organizations. Though this research work, the primary aim that is intended to be highlighted is the fact that various skills required by leaders to manage a diverse workforce in multinational organizations.
